Improper render of titlepage

Opening the latest (as of today) 3GPP TS 29.213 telecom standard specification MS Word document, seems to render the title page incorrectly. I have opened the same doc in MS Word 2016, Word from Office365 (desktop version) and it renders correctly.

The link to the document is here: https://www.3gpp.org/ftp//Specs/archive/29_series/29.213/29213-g30.zip (Word doc is inside the ZIP file). The way this renders on my PC (running Ubuntu MATE 20.04.2 - latest patch level), on Intel i5-8400 w/ 32GB DDR4 RAM. LibreOffice is installed from the .deb file downloaded from LibreOffice website.
