I would expect consistency here: Either we have page numbers in both file-formats or in none of them. I think export must not change the document. If you don't want page numbers in the ToC remove it before exporting (the # under Entries > Structure). My take: WF.
apart from the outcome, there may be some interaction with the EPUB export too, that interacts I think with HTML.
We discussed this topic in the design meeting. It's clearly a bug since a) Export to does not export the page number (but confirming for Save As) and b) Epub omits the full ToC. As for bug 97801: WF. As a side-note: Writer should not be used as an HTML editor.
Agreed, this was not a very good use of my time but as I was making a web version of a PDF document that I didn't have the source file for, this seemed like the easiest approach at the time. In hindsight, I shouldn't be making a web version of a city document when nobody asked for it and the public comment period was only a week away. If I were making a web document from scratch I would definitely stick to Markdown conversion.
