#121909 is a duplicate of this issue but in my case it appears on OS X and not Windows.

Attaching screens for first updater run and all subsequent runs (then everything becomes fine).

Did you try the solution mentioned in bug tdf#121909, which is to reset the LibreOffice user profile?
