In general, the page numbers in the Table of Content are far to the right (16 cm). 

But there is an inconsistency in the placement of the page numbers in the TOC. Probably there is a Tab somewhere close to the beginning, such that the automatic tab with ..... markers does not become effective for very short headlines. See examples of the associated document.

But this happens only, when paragraph style (here Content3) has a negative indent for first line
