Description:
After deattaching Development Tools in separate window and close-open it vertical size can't be changing only horizontal size. Besides that Development Tools window after close-open opens in vertical oversize sizing.

Steps to Reproduce:
1. Open or create Writer Document
2. Tools -> Development Tools
3. Deattach Development Tools window
4. Close Development Tools window
5. Tools -> Development Tools
6. Try to resize Development Tools window

Actual Results:
You can't change vertical size of Development Tools window.

Expected Results:
You can resize Development Tools window as you wish.

Repro, horizontal and vertical bugs when I change the size the first time and the second time. But I can always change the size of the box. The problem is that the box moves and flashes.
