On the Nr. 4 in the new list click on Toogle Restart Numbering in the Bullets and Numbering Toolbar. Nr. 4 became Nr. 1 in the second list. Waiting for your results
It does reset when one does that, but having it continue the numeration is very inconvenient and differs from other word processing software. Usually the reason why I do this kind of copy is to take some custom formatting to start a new list, or to re-do an alternative list with some changes and compare it against the previous one.
