I cannot confirm the Insert>Frame problem. All three items are active in Version: 7.3.0.0.alpha0+ (x64) / LibreOffice Community
Build ID: 3ee22d95d3e1e9ce1d2ff8311e51d600179370f9

I have problems with Insert>TextBox. When I start to drag-create the text box, then LibreOffice crashes.
If I use the same command from the drawing toolbar, then I can drag-create the text box.

● Yes. Maybe the context, like a frame being selected, disabled the operation.
But, in that case, the main-menu item itself should have been deactivated.

● Open a new Write document;
● open menu Insert>TextBox;
● with the cross-hair cursor, draw the textBox (No bug here; Sorry, I did not know what a textBox is!);
● write ‘Hi’ or anything else in the textBox;
● click the textBox to select it —its 8 handles appear;
● re-open the Insert menu, move cursor to Frame: submenu has 3 inactive choices (greyed out). That's normal —one cannot put a frame inside a textBox, but the choice Frame should have been inactive.
