Do I understand correctly: You expect borders to be shown (in print preview and in printout) though there are no data at all in any cell?

Yes, if there are no data, the cell does not show.

LibreOffice Help - Defining Print Ranges on a Sheet (https://help.libreoffice.org/latest/en-US/text/scalc/guide/printranges.html?DbPAR=CALC#bm_id14648) states:

"The cells on the sheet that are not part of the defined print range are not printed or exported."

=> You need to define a print range containing the cells w/o data you want to be printed, through Format -> Print Ranges -> Define/Add, to get your cells without data (but having borders only) to be printed.

This is not a bug but documented behavior.

Resolving as NOTABUG. Feel free to re-open, if you don't agree.
