Description:
Make it possible to set a color for Strike through 

Steps to Reproduce:
1. open Writer
2. Format -> Character -> Font Effects
3. Notice strike through lacking color setting (where overline /underline having that option

Actual Results:
No option to set a color

Expected Results:
It's really hard to distinct 'strike through' from font color (if black). So I do see this as an improvement.. 

However no clue if ODT speciation's allow this this..
Another concern is export to different formats, like (DOC/DOCX)

Not possible. Neither with ODT not OOXML, nicely explained in https://superuser.com/questions/1116879/libreoffice-writer-strikethrough-color
