Mouse hover border is disabled if an element is focused

If an element in the toolbar or sidebar has focus, then the border that appears on element when mouse pointer hovers over it is disabled. See attached video for more info.

The issue is reproducible with gen, but not with gtk3 VCL

Also reproducible in 6.4.0.3, and fine in 6.3.0.4.

I bibisected the bug using the win64-6.4 repo and found:

Adding Cc: to Adolfo Jayme Barrientos

However, according to the notes in the commit: 
 " *do not highlight when focus is in a different toolbox",
this behaviour may act as intended.

A search found the bug 127552, where this commit appeared the first time.

Currently, I am not sure if this is a bug.
