Description:
Currently it is not possible to insert a anchor to a footnote when the cursor is in a frame.

Steps to Reproduce:
1. Open a new empty text document 
2. insert a frame
3. click in the frame to have the cursor in the frame
4. menu Insert > Footnote and Endnote

Actual Results:
All items of menu Insert > Footnote and Endnote are grayed out

Expected Results:
It is possible to insert a footnote or an endnote when the cursor is in the frame.

It's really an improvement that I would like to benefit because today I have to replace frames by tables to obtain the desired result, with all the burden that this use implies.

If adding a footnote in non-static element like a table is allowed, why not do the same with frames? Do stricter rules apply for their layout?
