I can see a contour border line for both shape and textbox when selected in the version LibreOffice 7.5.
The object is a custom shape: <draw:custom-shape draw:name="Google Shape;167;p 2" draw:style-name="gr1" draw:text-style-name="P2" draw:layer="layout" svg:width="13.373cm" svg:height="4.395cm" svg:x="2.627cm" svg:y="3.605cm"> No matter if custom or not, shapes do not show the border line when selected. So this is some curious decision by Google to provide such a text box.
