From where did you download 7.2.1.1 ? (here https://dev-builds.libreoffice.org/pre-releases/win/x86_64/ ?) If yes, you can try 7.2.1.2. Also, could you try this: https://wiki.documentfoundation.org/QA/FirstSteps ?

No. I got it from https://ftp.nluug.nl/office/libreoffice/libreoffice/testing/7.2.1/win/x86_64/ I went ahead and downloaded version 7.2.1.1 from the site you provided. Installed 7.2.1.1 over 7.2. Got same error after reboot. Renamed User Profile. Same error. Removed 7.2.1.1 to do a clean install. Installed 7.2.1.1 reboot same error. Same after new Profile. Removed 7.2.1.1 do a clean install of 7.2.1.2. Installed LO 7.2.1.2 and reboot. Opened LO with no error. Not sure why LO 7.2.1.2 worked the other did not. Windows 10 Pro fully updated.
Thank you for the detailed feedback. Since it works with LO 7.2.1.2, let's put this one to WFM then.
