I confirm this happens. Also, it does not show the available layouts in a selected Template.
I guess this bug makes it impossible to go to various Master Slides without use of the mouse??

Indeed F6 brings the focus to the Slide Pane, on the x, then TAB brings it to the state where Up/Down navigates though the master slides :) But you also get the idea, that when the focus is in the slide pane, PgUp/Dwn would do the same for Master Slides as for slides? That just doesn't have the proper index for the sequence in the side pane (which is the order in which the Master Slides have been added, by the way).

Yes, sounds reasonable to me. (Comment 4 only wants to say there is at least some other, more complicated way to get there currently, so it's not completely inaccessible.)
