Description:
Running Windows 10 Pro 64-bit (build 19043.1165), my previous version of  LibreOffice 7.1.5.2 opens documents OK but version 7.1.6.2 fails to open them - it just has the blue circle flashing.  Version 7.2.0.4 opens documents OK.  I tried some maintenance and de-fragmented the HDD; In Control Panel Programs and Features, I did a repair and I also re-installed the program directly from the LibreOffice website instead of through a Software Updater but to no effect.

I am currently running the more recent version LibreOffice 7.2.0.4 OK.  

Actual Results:
Start LibreOffice normally.
Click on a document (generated in LibreOffice)
Blue (hour-glass) circle flickers..... and flickers.... nothing opens.

Mmmmm

Expected Results:
LibreOffice will usually open a document in a few seconds.

User Profile Reset: No

Important to write if all documents or just some. 
I all, it's damaged installation or damaged user profile. 

"User Profile Reset" indicates it's the 1st step to try in this situation.
You should delete it or better rename it and test with new one that will be created when you run LO. 

If you don't have Lo 7.1 anymore, please close this as InsufficientData. 
And update in the same Fresh branch to LO 7.2.1.2.

Thank you for your comments (15th September 2021) in need of additional information: "Does the bug affect all documents or just one".

I understand the request:

I couldn't locate a way to delete the user profile, so I put a clean installation of Windows 10 including the updates onto a similar desktop PC (Dell 760). It is running a Build W10 version 19042.1237

I have the same results with LibreOffice 7.1.6.2 on the Dell 760 as on the Dell 755: 

All documents will not open (That's the spreadsheets and Open Document Text files).  

On the Dell 755 using LO 7.1.6.2 the files that DO OPEN are:
EML files 
MP3 Audio File (VLC)
PNG file
PDF Reader

Is that any help?

I have no idea what CPU Simon's Dell 755/760 computers use, but since it's a change between 7.1.5 and 7.1.6, I suggest trying disabling Skia to see if it's a duplicate of bug 144598.

Simon, since you can start 7.1.6 but have trouble opening files, please go to Tools > Options dialog, disable the LibreOffice > View > Graphics Output > Use Skia for all rendering checkbox, click OK button and restart LibreOffice.  See if this solves your problem.

Also it's always a good idea to paste your LibreOffice version information (from Help > About LibreOffice dialog, click the button after "Version Information" to copy to clipboard and then paste here) when reporting a bug.

The CPUs  from CPU-Z:

Dell 760 uses an Intel Core 2 Duo E7400
Dell 755 uses an Intel Core 2 Duo E6850

Neither are currently over-clocked although they can be over-clocked by the BSEL tape method (I succeeded but gained little).

I couldn't get into the LibreOffice "Tools" > Options.  The desktop shortcut didn't work on the Dell 760 with the Windows 10 clean installation.  I re-imaged from an external HDD a configuration that has a working LO 7.1.5.2 where "Tools" > Options is functioning; I then removed that version then re-installed with LO version 7.1.6.2 and found that the desktop shortcut is also non-functioning.

It looks like a line of script is missing.

I can't paste into a clipboard (Notepad) the version information for the version LO 7.1.6.2 because I can't load the program.  I do have a "Version Information" for the Dell 755 running LO 7.1.5.2 but I am certain it isn't the one you are after. See below:

This looks like a damaged installation or profile, probably a local problem and not a bug
You should try with Safe Mode from Help menu. 
And it's easy to find how to reset folder

If this doesn't work, you should reinstall LO.

My asking about CPU has nothing to do with over-clocking, it just confirms my guess that the CPUs are a bit old and probably don't support new instructions.

The desktop shortcut not working is just a symptom, not the cause, let's not dwell on it.

Now I very much suspect that this is the same issue as bug 144598.

I disagree with Timur here.

My suggestion for Simon:
There are two choices for you.  (1) You can just stay on 7.1.5, and wait until 7.1.7 release, it should have the bug fixed and work for older CPUs.

(2) If you need some bugfix in 7.1.6, or don't mind a little tweaking, take the following steps:  First disable Skia when you have 7.1.5, by going to Tools > Options dialog, disable the LibreOffice > View > Graphics Output > Use Skia for all rendering checkbox, clicking OK button, and exiting LibreOffice.  Then you can upgrade to 7.1.6 and it should start fine.  Don't turn on Skia while you are using 7.1.6.  You may try turning Skia back on once 7.1.7 is released and you've upgraded.

Of course, reading the user profile wiki page https://wiki.documentfoundation.org/UserProfile Timur mentioned is always a good idea.  It will be useful if you encounter and report other bugs in the future.

I started LibreOffice successfully by going via the Windows 10 Start Menu and using "LibreOffice (Start Mode)".  It started OK.  I tried some configuration changes, clicking Apply Changes and Restart to establish the changes.  I tried:

Disable hardware acceleration - Outcome: Problem persists.
Reset to factory settings (both options) - Outcome: Problem persists.

I agree: The LO version 7.1.5.2 is performing OK so there is no urgency to use LO 7.1.6.2 so I can sensibly wait for LO 7.1.7 also:

A few days ago, I looked at the current "beta" version LO 7.2.0.4 and found a spreadsheet ?bug/setting issue which is frustrating.  On LO 7.1.5.2 text can be entered into a spreadsheet cell and a cell below can have the same text started and a text suggestion will be highlighted as the text is typed; it will be dropped into the cell on leaving, making for faster data entry.  With LO 7.2.0.4 this either doesn't happen at all or is unpredictable and sporadic.

So, I have just had a look at: Tools > Options > View > Graphics Output (Hardware Acceleration, Anti-aliasing and Skia) and made changes but the problem persists.

Offer: If you like, I can try LO 7.1.6.2 on the Dell 9020 SFF which is a three year old quad-core machine.  It is currently networked with system images so it wouldn't be a day's grind.

Howz that - any good?

I have no idea which machine you were referring to above, and what "problem" that persisted.  Is this a 7.1.6 installation that couldn't start before?  If so, I agree with Timur's comment #6 that this may be a damaged installation.

This is a completely different and unrelated issue.  It has been discussed extensively in bug 143960.  The old behavior should be more-or-less restored in 7.2.1 release.

Please don't mix different issues in the same bug report.  File a new report if you want to discuss other issues.

Please use LO 7.2.2 or LO 7.1.7 when ready.
