I have a 12 yr old Dell Inspiron 530 with an Intel® Core™2 Quad CPU Q6600 @ 2.40GHz with Windows 10 up to date.  It runs LibreOffice 7.1.5 fine, but when I installed 7.1.6, it installed fine, but would not start and run.  It would start in safe mode, but would not start in normal mode.  I made the changes in safe mode to the user configuration I found when googling this problem, but they did not help.  No errors are shown by windows or libreoffice,

Are any changes necessary in windows app security Exploit protection?  I have all protections in System settings turned on.

No, it is a bug in LibreOffice itself (and a non-deterministic one, just happen to exist in 7.1.6, but not in 7.1.5), so no changes in Windows security settings would help.

In case you have trouble reading the technical analysis in the duplicate bug 144598, there are basically two remedies:

1. Downgrade to 7.1.5 and wait for 7.1.7 which hopefully will get the bug fixed.

2. If you need some bugfix in 7.1.6, or don't mind tweaking things, you need to disable Skia (which is enabled by default) for your installation.  The easiest way, if you currently have 7.1.5 installed, is to go to Tools > Options dialog, disable the LibreOffice > View > Graphics Output > Use Skia for all rendering checkbox, click OK button and exit.  Then you can upgrade to 7.1.6 and it should start fine.  Just remember to never enable that Skia option as long as you are using 7.1.6.  You can also manually change this setting by editing user profile, as described in bug 144598 comment #2.
