Description:
Fileopen DOCX: 3 pages instead of 2

Steps to Reproduce:
1. Open attachment 175152 [details]
2. Save as DOCX
3. File reload

Actual Results:
3 pages after export & reload

Expected Results:
2 -> Same file opens with two pages with 6.4


Reproducible: Always

Regression started with the following commit, bibisected using repo bibisect-linux-64-7.1. There's a bit of extra spacing after the second image on the 2nd page. Adding CC: to the NISZ LibreOffice team.

This just uncovered something else I'd think.
In the original document there is a 0.3 cm spacing around the 3 images, which was not exported to docx up until this commit.
Now it is and there is too much spacing (not only this 0.3 cm but even more) between the images and the text.

Also in the original the second and third images are anchored vertically as Top to Paragraph text area - this setting is saved to DOCX as Top to Line of Text, because in Word there is no "Paragraph text area" setting, and the "Line of Text" setting is closest in appearance, but only this close.
