I installed Libreoffice 7.1.6.2 with no errors. However, when I try to run the Libreoffice application or the calc application nothing appears to happen. The Windows event viewer shows the following:

Thanks for reporting.  This is a known issue and has been fixed, the upcoming 7.1.7 release will include the fix.

Meanwhile you can either go back to 7.1.5 or disable Skia following the instructions in https://wiki.documentfoundation.org/QA/FirstSteps#Graphics-related_issues_.28Skia.29 .
