I've noticed that LibreOffice Calc disables the footer settings when you want to make use of it in a Calc document.

When you enable the footer function and make use of it, it disables it every time when you restart a saved document. Re-saving the document again and re-opening it gives the same result: the footers are disabled again. It just doesn't remember the setting.
