I confirm the observation, but I'm not sure about the expected result. LO Help says: "You cannot choose font size or font style for the watermark text. The text size will be scaled to fit in one line in the page background." So if you add more text text height changes. So I won't expect same font size.

The error is not the scaling itself, but the fact that the scaling does not keep the width x height ratio of the characters.
