It seems there isn't currently a way to make it so that a blank page isn't added when doing manual breaks that resets page numbering. This breaks page count for PDF scenarios, as the blank page adds to the page count, making it incorrect.

It's wrong to file a new bug. There are already bugs on this. And there does exist an option to show or not black pages.
