Description:
After updating from LibreOffice 7.0.6 to LibreOffice 7.1.6, neither LibreOffice or LibreWrite will open.  I just get the spinning cursor for about 2 seconds.

To my dismay, I found the Windows System Restore function was not turned on.

Steps to Reproduce:
1.Attempt to open an LibreOffice text file
2.
3.

Actual Results:
No action besides a spinning cursor for about 2 seconds

Expected Results:
Open text file


Reproducible: Always


User Profile Reset: No



Additional Info:
This was happening occasionally with 7.0.6 but a restart would fix it.
It was hard to see because it went away so quickly, but it seems that 
some file was open.
