Description:
I have downloaded and installed LibreOffice_7.1.6_Win_x64 running on Windows 10.  The program will not run or open. I have tried Repair, uninstalling and re-installing, re-downloading and re-installing but all to no avail. Reverting to LibreOffice_7.1.6_Win_x64 works fine 

Actual Results:
Clicking on short-cut or when selected from program list has no effect and nothing happens: the program will not open or run

Expected Results:
LibreOffice should open


Reproducible: Always


User Profile Reset: No

It looks like a duplicate of bug 144598. You can use LibreOffice 7.2 where the problem is already fixed

Also, LibreOffice 7.1.7 will be released. The 7.1.7rc1 is available now in prerelease.
