Can't reproduce. The Properties deck for a draw object placed onto a Writer canvas does expose both Paragraph and Character content panels *when* the text block of the draw object has text cursor focus. At that point it functions the same. If anything, the Draw instance of the deck is wrong, content panels should not appear *until* there is a text entry being made with text cursor focus onto the text element.

The Writer part is working as expected; It's more that Draw is behaving differently
There are two states, one if the shape is selected and the other when in edit mode (double click or F2). The second provide access to character and paragraph properties in both modules. In Draw/Impress you can also change the alignment or the font color of the entire shape text, for example, which is not possible in Writer. Why not allow that per sidebar? Draw/Impress and Writer serve different purposes and have not the same workflow. Besides the technical limitations, manipulation of objects is a primary task in Draw/Impress but only secondary in Writer. My take: NAB/WF
