Description:
UI: Sidebar is showing horizontal scrollbar in Writer

Steps to Reproduce:
1. Open Writer (in safe-mode)
2. Click the Properties deck button to expand
3. Insert a shape
4. The deck changes.. 
5. Downsize the deck to minimum width
6. Press esc

Actual Results:
Notice a UI glitch/ scrollbar for properties deck

Expected Results:
Not so.. Note: I still think one shared minimum size for all decks would be better.. but that's me

The issue depends on the VCL, likely Windows only. Please add a screenshot
