Could you provide the download link or mirror link you are redirected to? LibreOffice download website will choose the mirror nearest from you. Yes, there are times a mirror is chosen but that mirror server may be down.
wfm, not the greatest speeds to europe, but still > 1MB/s and e.g. https://mirror.cyberbits.asia/tdf/libreoffice/stable/7.2.2/win/x86_64/ is repsonsive and download works and has correct checksum. and while cyberbits mirror is the only one in Thailand, it is not the only one in asia, so using the info link you should be able to manually pick a different mirror. So please provide the actual URL/file you were trying to download. situation seems changed, but the bug is not fixed yet. archlinux.org says cyberbits.asia is now accessible with IPv4, but the sever returned 404 page for the libreoffice download website.

Looking at https://download.documentfoundation.org/libreoffice/stable/7.3.4/rpm/x86_64/LibreOffice_7.3.4_Linux_x86-64_rpm.tar.gz.mirrorlist and accessing https://mirror.cyberbits.asia/tdf/libreoffice/stable/7.3.4/rpm/x86_64/LibreOffice_7.3.4_Linux_x86-64_rpm.tar.gz works fine for me.
