What URL are you trying to download from? I was just now able to download from https://downloadarchive.documentfoundation.org/libreoffice/old/latest/win/x86_64/LibreOffice_7.2.3.2_Win_x64.msi without a problem.

This bugtracker seems to be a spam but just in case it's not one why talking about "upload"? You download a file (Libreoffice installer) to install it, you don't upload it.
For the rest, let's put this one to NEEDINFO waiting for the potential problematic download link.
