Description:
Track changes doesn't register deletion of a frame

Steps to Reproduce:
1. Open the attached file
2. Edit -> Track changes -> Make sure record is ON
3. Delete the frame with 'figure 1' in it
4. Edit -> Track changes -> Notice nothing to be rejected/accepted

Actual Results:
Not registered

Expected Results:
Should be so
