Description: All preceding installs worked perfectly. The most recent version I have installed is V 7.1.7 When I try to install the latest version, V 7.2.3 an install error occurs referring to a file not found (icuuc68.dll) yet this file does not exist on the system neither is it installed. Numerical versions variants exist i.e. icuuc54.dll icuuc66.dll icuuc69.dll Steps to Reproduce: 1. Download LibreOffice_7.2.3_Win_x64.msi Run the: LibreOffice_7.2.3_Win_x64.msi Current version installed in functional is: libre office 7.1.7 Actual Results: Result is halfway through install a dialogue window pop up: --------------------------------------------------------------------- soffice.bin - system error The code execution cannot proceed because icuuc68.dll was not found. Reinstalling the program may fix this problem. --------------------------------------------------------------------- Window pops up again the 2nd time and then closes, no installation occurred. Attempting to start the previously installed version generates the same error. Expected Results: AF complete install of the latest release of libre office 7.2.3 fails. Reproducible: Always User Profile Reset: No OpenGL enabled: Yes Additional Info: Obviously install successfully libre office 7.2.3 like all previous versions. A complete uninstall using RevoPro/YourUninstaller of the previous version and then reinstall of the current version seems to make it work.

Suggesting the International Components for Unicode (what icuuc68.dll supports) was in use for the installed 7.1 build. On upgrade to 7.2 the bundled build is 69 (icuuc69.dll), and at 7.3 moves to 70 (icuuc70.dll). Some sequence held the old 7.1 68 build dll in Windows registry, while the install proceeded to update to 69 build dll. And then have a call to the old no longer present build at a later step that errors. Did you perhaps have the LO 7.1.7 quick starter instance still running while trying to update to 7.2.3? Unfortunately, we would need a verbose MS Installer log to see the spot where the install calls for icuuc lib to be upgraded. But any chance of obtaining a useful log would mean full a removal of LO, reinstall of 7.1.7 and then repeat the upgrade to 7.2.3 with verbose logging -- i.e. "msiexec.exe /i LibreOffice_7.2.3_Win_x64.msi /L*v lo723instLog.txt". Without the log this seems non-actionable. Are you able to repeat?
@Mike, in ask.libreoffice.org there have been a few occasions of this install issue https://ask.libreoffice.org/search?q=icuuc but no better specifics as to cause.

They are all "installed, then can't run". For all *those* cases, I have only one idea: I understand that it may be obvious, but - were all these cases just because they didn't reboot after installing? Wrt this one - I believe that something very strange happened at "uninstall old version" phase (where it tried to use already removed file); I agree that it needs something to clarify what happened - either a full log, or (ideally) a 100% repro scenario. No ideas for the moment.
