Description:
If we select a few slides, and then edit the master slide, we cannot apply the edited (modified) master slide to the selected or all slides of the presentation.

Steps to Reproduce:
1.Start a presentation with the default master 
  (This master has one title frame and one frame with bullet points.)
2. Add a few slides.
3. select a few slides.
4. Switch to View > master slide. Impress switches to Master view.
5. Edit the text font size for the title, and move the frame.
   Edit the second frame below and change the font size for top 3 levels of outline level.
6. In the Navigation Panel, select "Master slides" tab.
7. At the top of the panel, there is a "Used in this presentation" section.
Right-click on the thumbnail and select "apply to selected slides" option.
8. Select the View > Normal menu. Impress switches to the Normal view.
9. Check the slides for any changes.
The changes made in the master slide have not occurred in any of the selected slides. [BUG]
10. Repeat steps#7, but this time select the "apply to all slides" option.
Switch back to Normal view.
Again, none of the changes in the master slide have been applied to the slides. [BUG]

Note: I tried this in LibreOffice 7.4 Dev also, but this problem remains there also.

Actual Results:
Please see above (steps 9 and 10).

Expected Results:
If I change the master slide design, I should be able to apply them to the selected/all slides as explained in the following web page:

I restarted Impress in Safe mode and tried the experiment again.
I get the same results.
(I assume that I do not need to reset the profile)

This is rather good report and useful that you tested daily master 7.4.
But I do not reproduce. 
In steps 4. and 5. you change the current slide master, so that should already be applied to all slides, no need for steps. 6. and 7. (that's if you want to apply some other predefined style). 
But that you don't see changes after 9. is puzzling.  
Please record a screencast.
