Zip file containing the original writer file and the hybrid PDF

When creating a form with writer and exporting the form as a hybrid pdf, I am not able to edit the pdf as a writer file.  Instead, the pdf opens in Draw, and the form controls cannot be modified.

I have attached a zip file containing the original writer file as well as the resulting hybrid pdf file

Opened the attached odt file, exported as pdf hybrid, and opening the pdf with LibreOffice open in writer.
Version: 7.3.0.1 (x64) / LibreOffice Community

I will try with the 7.3.0.1 version

Tried to reproduce what m.a.riosv described using 7.3.0.1, however, the pdf form still opens in draw and not writer.  Running Windows 11 if that matters

REPRODUCIBLE with "test form.pdf" from "Update zip with saved odt file" and Installation of Version 7.2.4.1 (x64) / LibreOffice 
Build  27d75539669ac387bb498e35313b970b7fe9c4f9
CPU threads: 12; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win; Locale: de-DE (de_DE); UI: de-DE; Calc: threaded;  Elementary Theme; My normal User Profile.

0. Unzip "test form.pdf"
1. From LibO Start Center with active LibreOffice File Dialogs open 
   "test form.pdf"
   ยป Expected: opens in WRITER because it's a hybrid document
     Actual: opens in DRAW like a normal.pdf                       ๐Ÿ˜ฅ

Additional info:

a) does not happen with hybrid document saved from test form.odt with above mentioned LibO version.

As already stated by reporter it's a problem with saving the document.

a1) same with Server Installation of Version: 7.4.0.0.alpha0+ (x64)  Build ID ae36ee4f3aa544e53e2edad93d6d79160b27bc9d

c) Might be related to particular PDF export preferences 
   @ reporter:can you please tell complete settings for your export?

   So NEW for now.

I have attached a screenshot of the PDF Options used to export the document.  If you could share settings that you are using to perform the export, that would really help me in the short term.

Another point to mention is that if I remove the form controls from the odt file and export as hybrid, then the pdf opens in writer as expected.

Saving with reporter's setting: 
  shows problem that resulthybrid.pdf will open in DRAW instead of WRITER
After removal checkmark "Tagged PDF"
  resulthybridWithoutTagging.pdf will open in Writer

Checking everything identical to attachment 177220 [details] on PDF export, still produces a PDF that opens in Writer.
