Just for the record, on pc Debian x86-64 with master sources updated today and French locale, I don't reproduce the pb. I mean: - Ctrl+O makes "Ouvrir" dialog open - Alt+O makes Menu "Outils" appear so for me it's different, same letter but one uses "Ctrl" the other "Alt".
