Description:
Initial LO window, in French, has two commands assigned to ~o: Outils and OuvrirUnFichier; 2nd one works.

Steps to Reproduce:
1.open LO, in French
2.
3.

Actual Results:
Initial window has two commands assigned to ~o: Outils and OuvrirUnFichier; 2nd one works.

Expected Results:
There should be another shorcut, like _t, for Outils


Reproducible: Always

Just for the record, on pc Debian x86-64 with master sources updated today and French locale, I don't reproduce the pb.
I mean:
- Ctrl+O makes "Ouvrir" dialog open
- Alt+O makes Menu "Outils" appear
so for me it's different, same letter but one uses "Ctrl" the other "Alt".

For me Alt+O makes "Ouvrir" dialog open.
