These empty, final paragraphs lose most of their direct paragraph formatting, and thus are taking on the default paragraph style values. Bug.odt (comment 2) is a fairly clear visual example because the margin changes substantially. ff4.odt (comment 4) is also fairly clear and loses bold status for example. So the differences are real, but completely trivial - especially since we are dealing with a format conversion.
