@Luboš Any change safe-mode will be using Skia/Raster mode someday?. Don't think a safe-mode with unique bugs should be desired..
The issue happens without copying but written in the comment. A [Ctrl+M] recovers the right background. So has nothing to do with copy/paste. Also, with a new document, inserting a comment as first action and writting in it.
