Likely not possible to distinguish between list number/bullet being clicked only or some other text too. In this case you can apply a CS, which is of course not used at the list numbers or bullets as they are configured via the B&N dialog.
The direct properties of the character dialog do take effect, but not the Character Style property.
I would not expect, that your way works. The character style of the numbering belongs to the list style. Open the list style dialog (context menu -> List -> Bullets and Numbering). On tab Customize select item Emphasis from drop-down list Character Style.
