Here is a detailed explanation:
When inserting images and text fields in LibreOffice writer, the anchoring type "On the side" is missing in the context menu (right mouse click / anchoring) in the newer versions.
As a result, even fixed objects do not remain in the fixed position during editing. That should be changed again.

It seems you mean "to page". It was done on purpose as it was considered harmful and misleading. You can find a workaround in bug 140702 comment 20
