Description:
Image changes position for every anchoring change

Steps to Reproduce:
1. Open the attached file
2. Change anchor of the image on page 1 to 'As character"
3. Change it to 'to Paragraph"
4. Change it to 'to character"
5. Change it to 'to Paragraph"
6. Change it to 'to character"


Actual Results:
Image walks up the the page

Expected Results:
Stable anchoring position, IMHO. But still no clue how the anchoring logic works..

Do not inflate the bugs, you have multiple reports with the same cause, instead add to original bug that it happens for every anchoring change.
