Freeze on save to scroll to bottom/PDF export or DOCX save. Time spend in "SwPageFootnoteInfo::GetTopDist"

Steps to Reproduce:
1. Open https://www.dropbox.com/sh/h8g99k3mzys6r8w/AAAwCQrhF1jrkrQxxYDaKZFna?dl=0
2. Scroll down to bottom or export to PDF (will freeze) 

Actual Results:
Freeze

Expected Results:
Export within 30 seconds
