.svg chart with custom ticks created by Gnumeric

I would like to be able to create Charts like the attached one, with custom ticks positions and labels for axes.
This one was created using Gnumeric, but as far as I know, this is not possible in LibreOffice.

The requested ticks are in the secondary (upper) X axis.

Generalising to all axes.
I can see users wanting to provide a set of arbitrary intervals or values for customising an axis.
