Description:
Formatting mark indicator shifts up when moving an image

Steps to Reproduce:
1. Open attachment 164569 [details]
2. toggle formatting marks on
3. Select the image frame
4. Press arrow up.. Notice the arrows between bullet and text moving

Actual Results:
Shift

Expected Results:
Stable


Reproducible: Always

It only happens, if you move image up for the first time

BTW: I don't think, that this behaviour is worth to report it and I can't imagine, that any developer will spent time on it.

This started in 5.4 with b8283bc46bab7f8bccabaf0d0b2881a5e6a7722e
Cleanup OpenSymbol vertical metrics

But I am not confident to mark this as a regression.
