The option screens don't have scrollbars for the general content and this commit added another row that made it overflow: https://git.libreoffice.org/core/commit/a6e1647612cc3d39e8a6e44c9365ccecb1da2fe6 I guess the options in this screen would need to be reorganised into two columns. You can resize the screen to make it bigger.
