A character style has been created, called "Keyboard Keys", to draw a rectangle around selected words. You can see that the left border is missing when the word begins a list style paragrah. Not only this, but the character style has affected the positioning of the bullet / number, causing it to move forward from its expected position.
Thank you for reporting the bug. It seems you're using an old version of LibreOffice. Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ? I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version. Change to RESOLVED WORKSFORME, if the problem went away.

I confirm it with Version: 7.3.1.3 (x64) / LibreOffice Community Build ID: a69ca51ded25f3eefd52d7bf9a5fad8c90b87951 CPU threads: 4; OS: Windows 10.0 Build 19044; UI render: Skia/Raster; VCL: win Locale: de-DE (de_DE); UI: en-GB Calc: CL But it's not only in character style but also if you add boder to a characer at the beginning of a list. Additional observation: Doesn't happen with paragraph border.
Already reproduced in: Version: 5.0.0.5 Build ID: 437e4abdf9e72fd0a6e6f8697a0e659bc77f9b10 Locale: en-AU (en_AU.UTF-8) No border shown in 4.0.
