Steps to reproduce
    1. Open any application
    2. Right click on (any) toolbar
    3. Choose “Customize Toolbar” from popup menu

Actual result: wait 7-9 seconds
Expected result: instant (or at least fast [1-2 sec]) response

I confirm it with

Version: 7.3.1.3 (x64) / LibreOffice Community

Locale: de-DE (de_DE); UI: en-GB

Result: Around 5 seconds (so perhaps not a long delay, but a delay)

No repro, around 3 secs in Win 7 and Lin GTK3 for me. 
Maybe you should test with different UI and icon sets.

This bug has no point. Only you two have that problem and it's the same. 
So apart from being a duplicate, it's not clear what it happens. 
Good old profile reset please and good summary there.
