Description: When converting a Word Document with libreoffice/soffice to PDF we encounter problems with duplicates being generated. No matter if we use table to format headers/footers or just plain text. I've tested this on Ubuntu and MacOS and can reproduce it on both systems every time. Steps to Reproduce: 1. create a word document (header-footer-test.docx) with a header/footer 2. convert to PDF: `/opt/homebrew/bin/soffice --invisible --convert-to pdf header-footer-test.docx` 3. open the generated header-footer-test.pdf file and see duplicate headers/footers Actual Results: headers/footers are duplicated Expected Results: PDF should look like the Word Document Reproducible: Always User Profile Reset: Yes Additional Info: I had the problem on Ubuntu and installed the latest available version through Homebrew on my Macbook to reproduce this behaviour. So I had a fresh user profile.

Please attach source ODT. Saving as DOCX should be tested first, then GUI and command conversion.

Source ODT should be created and tested save as DOCX (opening them in LO and MSO), only then convert. More often than not problem is not convert but wrong save as DOCX. In LO bugs proper source is ODT from LO and DOC/X from MSO, otherwise conversation should also be tested.
Customer has Microsoft Office only. Therefore he can just provide docx file. Converting it to ODT and then back just to finally convert it to PDF doesn’t make sense at all.

More often than not problem is not convert but wrong ODT save as DOCX or wrong fileopen of MSO DOCX. And that's the case here. It's not wrong conversion, but wrong MSO DOCX fileopen. (Also wrong is to set Blocks without testing first. I remove that.) But there's more. This DOCX is saved in MSO 2016 and opens wrong with double H/F test with OO and LO 7.4+, so Inherited. But opens with normal single H/F resaved in MSO 2016. MSO saved DOC also opens OK. I confirm with Low priority.
My MSO is English, not sure if possible that problem is with saving in German MSO only.
