Description:
UI: Move table & expand handles are mixed in impress

Steps to Reproduce:
1. Open the attached file.
2. Select the table
3. Move the cursor above the table frame between the 'resize squares'
4. Notice the resize arrow appearing (and not the drag icon).. you have to be very precise

Actual Results:
Often you start resizing, instead of moving the table

Expected Results:
Between the 'square' is for moving' See also frames in Writer


Reproducible: Always

Remember this topic but cant find the ticket. In general the solution should be bug 113603. => DUP?

Bug 113603 is about Writer. Writer table handling is different. And the bug here only about a small announce. When you want to downsize a table row..
