Description:
UI: Add to list button disabled, where expected to be enabled

Steps to Reproduce:
1. Open the attached file
2. Try to add 'Hello' to the pre-existing list.
3. I followed https://help.libreoffice.org/7.4/en-US/text/swriter/02/add_to_list.html?&DbPAR=SHARED&System=WIN (at least I think I did, but the button Add to list button keeps being disabled

Actual Results:
Button Add to list button disabled

Expected Results:
Enabled

You just opened like 10 bugs on the same, without connecting or searching. 
I will not even look until you clean this up.

You're probably more familiar with the lists stuff with your analysis at for example bug 36220. 

I don't grasp why you can't use add to list, if you CTRL+Click the cursor at the first entry of an existing list.

[Note I struggle a little with the proper vocabulary, I hope the steps being clear enough]

Only from reading the description (i.e., not actually studying the example), my guess is that "there is no previous list" in relation to the cursor position, so nothing to add.

Meanwhile, attachment 170657 [details]  will summarize, in a table, exactly and fully how "add to list" works.  ( attachment 170658 [details] gives same information in an alternative presentation).  Should be useful for your pursuits in this area, and should be adequate for you to explain your case here.

The attachment was prepared originally with an eye to being include in the help pages.  Instead, the help page is organized around two main functions, uses of the command.  I know you are seeking for this command to be "intuitive" (meaning?), but for this command, it seems necessary to RTM, (and attachment 170657 [details] for exhaustive understanding).

Also, for possible corner cases, look at bug 140579 comment 56.

Finally, the only difference between "Add to List" and the (old) "Continue Numbering" is the name of the command.  No change in the underlying functional code.  The change in name was made to reflect the fact that the command adds items to lists  (e.g., your "Hello" before the list is one such example).

How to add "hello" to the list using attachment 179780 [details] 

1. Select one or more characters in Hello.
2. Press and hold Ctrl, then select one or more characters in one or more list paragraphs.
3. Add to List icon becomes active, click on it.

Actual and expected result: "Hello" is the first list item.
