I would use this number structure for titles:
Chapter 1 (Level 2)
1.1
1.2
Part I (Level 1)
Chapter 2 (Level 2)
2.1
2.2
Chapter 3 (Level 2)
Part II (Level 1)
Chapter 4 (Level 2)
...
And for the appendices:
Annex A (Level 1)
A.1
A.2
Annex B
...
however, the schedules are not properly numbered.
The numbering is correct in the preview of the dialog box "style of list" accessible by the button "edit style" of the dialog box "style of paragraph" accessible by right click in the window of the stylist.
But it is not correct in the document.
In addition, the status bar of the LibreOffice window displays for the paragraph that is not correctly numbered "level 1 plane 2" instead of 'level 2 plane 2"

Because you mixed two different things - Chapter numbering and List Numbering...

Look at my example in attach. You should use in that case Chapter numbering for all outline level, just for Appendixes use level 4 and level 5 instead level 3. LibreOffice don't allow use different prefixes for one level in Chapter numbering

Timur, he thought it's a bug and therefore he wrote here. I don't see any problem with it. If he will confirm that my solution is good for him then of course I'll close this report

Hi Roman, your solution works, but it mixes the chapter numbering tool (4 and 5) and the style numbering tool (from 1 to 3)...
Using only one of the two tools, the solution is not possible.
I see it as a bug, but I don’t know the specifications, maybe it’s the desired operation?

There is still a problem.
Roman, on your document, when I place the cursor at the end of a title 3 and press "enter", a new line is created. So far so good.
However, if I place the cursor on this newline and attribute the style "title 3" to it, the numbering is inconsistent. It does not belong to level 3 but to level 1...
It seems to me highly unlikely that the specifications would have required such an operation...

User should check Help, documentation, ask.libreoffice.org in cases of not being sure how to do something, and check existing open and closed bugs before reporting a new one. 
It's nice that you want to help but not here, because BZ would be overloaded with support requests for what was created ask.libreoffice.org.
This is a clear support request ( I need, I would like to, my document.. ) and not a general LO bug for which a report is different with objective steps.
