Writer doesn't do what the tooltip hover message says

1. Down below you see a clickable image followed by a footnote.

   #+ATTR_ODT: :style "Text_20_body_20_bold"
   #+begin_block
   _NOTE_: If you don't see the footnote number, look closely.  The
   footnote number appears as /if it is a subscript/ because of the
   difference in sizes between the image and the note number.

   I agree that no sane person will footnote a clickable image, but
   the document structure permits it.  So, ...
   #+end_block

2. Hover the mouse over them image, and make sure the tooltip says

   #+begin_quote
   /~Ctrl-click~ to open hyperlink: ~https://orgmode.org~/
   #+end_quote

3. Now ~Ctrl-click~

4. You will see that the cursor moves to the footnote.

   #+ATTR_ODT: :style "Text_20_body_20_bold"
   I expect that the link to ~https://orgmode.org~ opens in the
   browser.

5. Insert a ~SPC~ between the clickable image and footnote, and repeat
   the previous steps.  You will see that ~https://orgmode.org~ opens
   in the browser.

I can reproduce with 7.3.3, but not with 7.4.

Could you try with 7.4? One way is to use an appimage: https://wiki.documentfoundation.org/Installing_in_parallel/Linux#Automated_installation

I will wait for 7.4 to hit Debian.

If you are confident you can close the bug.  I will re-open if the bug is visible on my side.

Appimages are self-contained runnable files, so no need to wait, but I will confidently close this

Fixed in LO 7.4 (and backported to 7.3.x) with
commit a24dd76ca6c1d0f2876e1eca698c73fcccc815fe
