On my computers with the Windows 11 operating system, I can no longer edit a PDF file with Impress. The error message always appears with every file: This PDF file is encrypted and can't be opened.
The files are definitely not encrypted.
Everything works fine with Windows 10.

Did you try to reset or rename the LO user profile? 
Which LO version did you use?

No repro Win 11.
