The import of Excel-hyperlinks has been implemented with 
https://cgit.freedesktop.org/libreoffice/core/commit/?id=92afb61d8bb1b264a945371065115981ecaed0f1

The export to ODF has been implemented in
https://cgit.freedesktop.org/libreoffice/core/commit/?id=066bdb31f7ff801b7a36c79c43ecbd527ffb2a88

It produces an attribute 'loext:hyperlink' of <style:table-cell-properties>. But that extension is not documented in https://wiki.documentfoundation.org/Development/ODF_Implementer_Notes/List_of_LibreOffice_ODF_Extensions
